Albania’s Ministry of Education and Sports launched the 2025-2030 Digital Education Action Plan with a budget of 6 billion Lek (approximately €55 million), allocating 5.5 billion Lek for 654 Smart Labs in 615 schools, 5,500 laptops for teachers, and high-speed internet expansion. Funding draws on the state budget, World Bank, and Council of Europe Development Bank.

Who it affects: Students and teachers across 615 Albanian schools; infrastructure reaches approximately 60% of secondary schools.

What is notably missing: The plan covers digital infrastructure and tools rather than a binding AI literacy curriculum. AI is not specifically mandated; the focus is digitisation and coding. Teacher training is tied to equipment rollout rather than a defined minimum AI competency standard.
