Estonia launched AI Leap 2025 in September 2025, providing free access to leading AI applications for 20,000 students in grades 10-11 and 3,000 teachers. A 2026 expansion will reach vocational schools and new year-10 cohorts, covering approximately 38,000 students and 2,000 teachers. Training includes AI literacy guidance and personalised learning recommendations. Negotiations for tool provision were underway with OpenAI and Anthropic.

Who it affects: Upper secondary students, vocational students, and teachers across Estonian public schools.

What is notably missing: AI Leap is an access and tool provision initiative rather than a legally mandated curriculum; participation is not compulsory for all schools. The programme provides AI tools and literacy guidance but does not establish a binding competency standard or assessment framework. Funding source and duration beyond 2026 are not confirmed.
