Mongolia’s Ministry of Digital Development, Innovation and Communications launched the National Initiative for Developing AI Knowledge and Skills (2026-2028) with UNDP support. The initiative targets 60,000 public servants, 10,000 workers in vulnerable sectors, and 1,000 student AI Ambassadors drawn from all 21 aimags (provinces).
The programme accompanies a UNESCO-ICHEI action plan for higher education, which prioritises digital skills development, AI competency enhancement, and micro-certification and recognition for the Mongolian higher education workforce. Oracle has also launched a three-year AI and big data skills development programme in collaboration with the Ministry.
Who it affects: Public servants across all government levels; workers in vulnerable sectors facing AI-driven job displacement; higher education staff and students nationwide.
What is notably missing: The 60,000 public servant figure is a target rather than a statutory training obligation with defined minimum standards. No legal requirement on employers to train workers before AI deployment has been enacted. The vulnerable-sector component lacks specificity on which sectors are covered or how training will be enforced.
