The Departament d’Educació i Formació Professional of the Generalitat de Catalunya published the document Competència digital docent en intel·ligència artificial on 13 January 2026. The framework defines the knowledge, skills, and attitudes teachers must develop to integrate AI in the classroom in a thoughtful, ethical, and responsible way.
Key features
The framework is structured around four main dimensions:
- Understanding and safe use of AI — foundational knowledge of how AI systems work and associated risks
- Ethics and humanistic vision — critical awareness of AI’s societal implications and responsible use
- Pedagogy with AI — practical approaches to incorporating AI tools into teaching and learning
- Professional development — continuous learning pathways for educators
Each dimension is mapped across three progressive levels: basic, intermediate, and advanced, allowing a gradual and differentiated uptake by teachers at different stages of digital readiness.
Status
The document is framed as a “living tool” subject to revision as technologies and regulations evolve. The Departament states that achieving teacher digital AI competence requires “processes of continuous training, pedagogical accompaniment, and availability of resources.” While the framework does not constitute a legally binding mandate, it establishes a structured reference standard for teacher training across all Catalan educational stages and disciplines, and is aligned with the broader CataloniaAI2030 strategy and EU AI Act requirements.
Score impact
Dimension 4 (teacher training mandated and funded before rollout): This framework moves Cataluña from no documented standard to a structured, officially published competency framework with defined levels — evidence of partial/voluntary teacher training provision (score 1). Full mandate with verification before rollout has not been established.
