Bolivia 'Aula Conectada': Government-Endorsed Satellite and Digital Infrastructure for Rural Schools

Bolivia’s Ministry of Education launched Phase 1 of the “Aula Conectada” (Connected Classroom) national strategy in March 2026, delivered under the “Líderes Digitales para el Cambio” initiative. Phase 1 targets 22 schools across 17 municipalities in La Paz and Santa Cruz departments. The implementation is a public-private partnership between the Ministry of Education, CEAL (Latin American Business Council), the Office of the First Lady, and Enseña por Bolivia, with total investment exceeding USD 250,000.

Phase 1 delivers: 810 computers distributed to target schools; 22 Starlink satellite stations providing internet connectivity in remote municipalities; and a two-year structured teacher training programme covering digital tools and pedagogy for 4,506 students across participating schools.

Who it affects: Students and teachers in 22 rural schools across La Paz and Santa Cruz. The Aula Conectada strategy is positioned as a national initiative, with Phase 1 as the pilot. The teacher training component (two years, structured) provides professional development tied to digital infrastructure rollout.

What is notably missing: Phase 1 covers only 22 schools — scale is very limited relative to Bolivia’s national school system. The initiative focuses on digital connectivity and literacy broadly, not specifically AI literacy curriculum. No binding national AI curriculum mandate exists in Bolivia. The programme is PPP-funded rather than solely state-funded, and its continuation depends on partnership renewal.
