INTEF Guide on AI in Education - Ethical Framework for Spain

The Instituto Nacional de Tecnologías Educativas y de Formación del Profesorado (INTEF), operating under Spain’s Ministerio de Educación, published a comprehensive “Guide on the Use of Artificial Intelligence in the Educational Field.” This is a voluntary, nationally distributed guidance document designed to support effective and ethical integration of AI in non-university education across all autonomous communities, including Comunidad de Madrid.

The guide contextualizes AI and its societal impact, analyses AI applications across three user profiles (students, teachers, and school administration), and explicitly addresses the ethical dimensions of AI deployment. It includes a decalogue of principles for responsible AI use and provides specific guidance on addressing bias, deepfakes, and technological dependency with students. The guide contains two annexes: one compiling best practices with concrete classroom examples, and another documenting international guidelines and recommendations for AI integration.

The guide is freely available in Spanish and English and is positioned as a foundational resource for the educational community, not a binding mandate.

What is notably missing: The guide is voluntary and non-binding. No enforcement mechanism, funding, or mandatory teacher training accompanies this resource. Schools and teachers have discretion to adopt or ignore its recommendations. There is no requirement that students receive formal AI literacy instruction based on this guide, nor is there a mandated curriculum change to integrate the ethical framework into teaching standards. Teachers are not required to complete training to understand or apply the guidance. The document itself does not constitute a binding education policy or set minimum standards for what students must learn about AI.
