Comunidad de Madrid has implemented a digital teaching competency framework aligned with European Union standards, offering formal accreditation at six levels (A1 through C2). The Consejería de Educación has provided online training to approximately 80,000 teachers across the region during the 2024-2025 academic years to help them obtain accreditation at their desired proficiency level.

The framework includes competency areas spanning digital tools, online communication, content creation, safety, and problem-solving. Teachers can complete accreditation courses autonomously through online modules and take external certification exams. The system supports professional development and career advancement within the teaching profession.

The training is delivered through the Plataforma de Innovación y Formación (Innovation and Training Platform) operated by the Consejería de Educación, Ciencia y Universidades, and is available to all teachers in public schools across Comunidad de Madrid.

Who it affects: In-service teachers in Comunidad de Madrid public education system. Participation is voluntary, though encouragement and administrative support are provided. Accreditation can support career progression.

What is notably missing: The digital competency framework is technology-centered and does not explicitly include AI literacy or ethics components. While digital skills are foundational, the framework’s current design does not mandate that teachers understand AI systems, their impacts, or how to teach responsible AI use. The 80,000 teachers trained received digital competency certification, but no information is provided about whether AI-specific knowledge or ethics education is part of the curriculum. Teachers who wish to deepen knowledge about AI beyond general digital literacy have no structured pathway within this system.
