Madrid-Microsoft Partnership for Digital Competency and Responsible AI in Schools

Comunidad de Madrid and Microsoft signed a collaboration agreement to advance digital competencies among teachers and students, with specific emphasis on responsible and secure use of AI solutions in educational settings. The partnership involves designing and delivering workshops and training courses to prepare teachers to use AI applications (including Microsoft Copilot) to reduce administrative burden and improve efficiency in preparing educational materials.

The initiative supports Madrid’s broader digitalization goals, particularly addressing the digital divide between teachers and students. Training is organized through Madrid’s existing digital training infrastructure and targets teachers across the region’s educational centers. The partnership is built on Madrid’s existing investments in digital capacity, including the Madrid Aula Digital (MAD) initiative funded with 8.2 million euros for 2024-2025.

Who it affects: Teachers in Comunidad de Madrid schools and, indirectly, their students. Participation is voluntary and dependent on teacher willingness to enroll in offered workshops and training courses.

What is notably missing: This is a voluntary partnership focused on tool proficiency and safe use, not a binding mandate for AI education. There is no requirement that all teachers complete training; participation depends on individual choice and institutional prioritization. Students do not receive direct AI literacy education through this partnership; benefits are indirect through improved teacher capability. The partnership does not establish minimum standards for what students should understand about AI ethics, impact, or critical evaluation. Teacher training focuses on technical proficiency with specific tools rather than comprehensive AI literacy or ethical reasoning.
