UNESCO released the first global AI Competency Framework for Teachers, defining the knowledge, skills, and values teachers must master for ethical and effective use of artificial intelligence in teaching, learning and assessment. The framework presents competencies in three progression levels — Acquire, Deepen, and Create — allowing teachers to build skills gradually. UNESCO is developing three free MOOCs for policymakers, education leaders, and teachers, launching starting March 2026. The framework emphasises principles of inclusivity, human agency, non-discrimination, and respect for linguistic and cultural diversity.

Who it affects: Teachers and educators globally; education policymakers; schools and training institutions in countries adopting the framework; students who will learn from AI-trained teachers.

What is notably missing: The framework is voluntary guidance, not binding law or mandate. There is no enforcement mechanism requiring countries to implement it, no timeline for adoption, and no dedicated funding for training delivery. Implementation remains discretionary at the national and institutional level. The free MOOCs address capacity-building but do not substitute for systemic policy requiring all teachers to receive AI literacy training before deploying AI in classrooms.
