Madagascar TALIM Project — World Bank $185M Education Transformation

The World Bank approved the Transforming Access and Learning in Madagascar (TALIM) project in July 2025 with a total budget of $185 million ($150 million from the International Development Association, $35 million from the Global Partnership for Education). The project targets 4.7 million students in pre-primary and primary education. TALIM will advance education reforms by improving the Ministry of Education’s capacity through digital tools, staff training, and stronger governance and accountability systems. Digital infrastructure is a component of the project, alongside curriculum quality improvement and teacher support.

Who it affects: 4.7 million students in pre-primary and primary education, teachers receiving capacity support, and the Ministry of Education through institutional strengthening. The project is nationally implemented through the government with World Bank oversight.

What is notably missing: TALIM is a broad education quality project, not an AI-specific programme. It does not mandate AI literacy as a curriculum subject, does not require teacher AI competency, and does not create any binding employer obligations. Its digital infrastructure component is a general education improvement measure rather than a dedicated AI access initiative.
