Cambodia’s Ministry of Post and Telecommunications (MPTC) led the development of a Draft National AI Strategy 2025-2030, with six strategic priorities including education sector adoption and ethical AI. The Ministry of Education (MoEYS) convened the First National AI for Education Conference on November 24, 2025, with UNESCO support. UNESCO is developing an ICT and AI Competency Framework for Teachers under the STEPCam Programme ($27.02 million, funded by Global Partnership for Education), expected to launch in 2025. Pilot programs in nine schools have reached 2,252 students and 13 teachers.
Who it affects: Teachers; students in K-12; education system workforce
What is notably missing: The strategy and pilot programs are not yet binding law; implementation depends on funding and adoption decisions that remain pending. Teacher training framework is in development but not yet mandatory or deployed at scale. Only 23% of schools have devices and stable internet, creating infrastructure barriers. No enforcement mechanism or legal mandate documented.
