Kazakhstan national framework for AI in education (2025-2029)

Kazakhstan has approved its first national framework for integrating artificial intelligence into education, setting standards for ethical use, data protection, and academic integrity across schools, colleges, and vocational institutions for 2025–2029. Starting from the 2025–2026 academic year, elements of AI have been integrated into Digital Literacy and Informatics subjects. The framework is being implemented jointly with MIT and will cover all grades from primary to high school. The first stage involves introducing AI in digital literacy lessons for students in grades 1–4 using free interactive Day of AI content, with online courses and three-level professional development courses prepared for teachers. 819 schools will gain fibre connectivity in 2025 and 1,191 in 2026 to support interactive lessons.

What is notably missing: While the framework is binding for the 2025-2029 period, no explicit enforcement penalties are defined for non-compliance. Teacher training is specified as available but not mandated as a prerequisite before curriculum delivery. The framework does not address explicit curriculum requirements for secondary education beyond grades 1–4 in the initial phase. Dedicated national funding allocation for teacher training at scale is not detailed.
