TechPark CV, a €45.59 million initiative supported by the African Development Bank, officially launched in May 2025. By Q1 2025 the park had expanded its training programmes from 6 to 50 courses, having upskilled 2,769 people in AI, cybersecurity, and software development. The initiative aims to advance AI, blockchain, fintech, big data, and IoT skills across Cabo Verde’s workforce. TechPark CV serves as a hub for public and private sector capacity building in emerging technologies.

Who it affects: Working-age citizens of Cabo Verde are the primary beneficiaries of TechPark CV’s training programmes. The initiative targets both employed workers seeking reskilling and unemployed individuals seeking entry into technology sectors. The African Development Bank co-financing signals multilateral support for Cabo Verde’s technology capacity building.

What is notably missing: TechPark CV training is skills-development infrastructure rather than a legally mandated workforce training programme. Participation is voluntary and not linked to employment obligations. The 2,769 upskilled individuals represent a small fraction of Cabo Verde’s workforce. No employer mandate to send workers for AI training exists, and no certification is tied to legal employment rights. The initiative does not address AI literacy in schools or civil servant training standards.
