Cyprus Draft AI Literacy Framework for Primary and Secondary Education (2025)

The Cyprus Pedagogical Institute published a draft AI Literacy Framework for Primary and Secondary Education in May 2025, developed in collaboration with Code.org and international experts. The Ministry of Education, Sports and Youth established an advisory committee on AI in education in February 2025 to define guidelines for AI use by teachers, students, and parents. Current school curricula cover what AI is, its bias and limitations, ethics, copyright, and data protection. The framework is under international review and is expected to be finalised in 2026.

Who it affects: Primary and secondary school students and teachers in Cyprus will be affected once the framework is adopted. Current implementation allows AI for learning, planning, and revision, but not for replacing assessed work. The framework will guide how schools teach about AI rather than simply teach with AI tools.

What is notably missing: The framework is in draft form and has not yet been adopted as binding curriculum law. The advisory committee has no powers to mandate or enforce curriculum change. A 2025 EU Education and Training Monitor report notes that 59% of eighth-graders in Cyprus do not reach basic digital skill levels, indicating significant implementation gaps relative to ambition. No teacher training mandate or dedicated budget for AI literacy in schools has been identified.
