The Council of Europe launched its Compass for AI and Education in March 2026, a strategic tool structured around four components: Literacy, Practice, Evaluation, and Regulation and Governance. The Compass is designed to help member states operationalise Council of Europe standards on AI in education, covering human-rights-consistent AI deployment, educator capacity, evaluation of outcomes, and governance arrangements inside education systems. In parallel, the Council’s Education Department has run multi-stakeholder consultations (May 2025) to inform a forthcoming Draft Recommendation on AI Literacy for Human Rights, Democracy and Social Agency, aimed at guiding member states to deliver AI literacy through formal, non-formal, and informal education. The Compass and Draft Recommendation are non-binding instruments, sitting alongside the legally binding Framework Convention on AI rather than replacing it.
