Egypt’s Ministry of Communications and Information Technology and Ministry of Education jointly endorsed an AI Competency Framework for Teachers (AI CFT) in October 2025, developed in cooperation with the UNESCO Regional Office in Cairo. The framework adapts UNESCO’s global AI competency framework for teachers to Egypt’s cultural and educational context and is aligned with the National AI Strategy’s Second Edition. It is founded on four pillars: human-centred use of technology, ethical AI, technical AI mastery, and designing AI systems for educational goals. Teacher training programmes are being developed to implement the framework ahead of the expanded AI curriculum rollout. This strengthens the evidence for dimension 4 (teacher training mandated and funded before rollout), though formal funding allocation and a minimum training standard have not been publicly confirmed.
Scoring note: Dimension 4 moves from 1 to 1 (no change) — teacher training is under development with a defined framework, but no binding mandate with confirmed funding and a minimum standard pre-rollout has been formally established. The endorsement of a specific competency framework does however strengthen the evidence that Egypt is closer to dim-4 = 2 than previously noted.
