Montana 406 JOBS Initiative Embeds AI Literacy in Workforce Development

Montana’s executive order established the 406 JOBS initiative (“Four Pathways to Employment, Zero Barriers to Work, and Six High-Demand Sectors”), which embeds AI literacy as a statewide expectation in workforce development strategy. The six targeted high-demand sectors include healthcare, construction, hospitality and recreation, advanced manufacturing and computing, education and child care, and financial and professional services.

The Montana State Workforce Innovation Board published a proposed WIOA State Plan revision that integrates AI literacy components across workforce, education, and adult learning systems. The plan maps 406 JOBS sectors to federal talent strategy pillars, creating alignment between state workforce policy and national initiatives.

This represents a comprehensive approach to integrating AI literacy across all workforce development programs, ensuring workers across multiple sectors receive training aligned with their industry’s AI needs.

Scoring note: Dimension 6 (employer training required) scores 0 as participation remains voluntary for employers. Dimension 13 (free/public resources) scores 1 as the WIOA plan includes public funding for AI literacy training through workforce development systems.
