Nevada Releases STELLAR Framework for Ethical AI Integration in K-12 Classrooms

The Nevada Department of Education released “Nevada’s STELLAR Pathway to AI Teaching and Learning: Ethics, Principles, and Guidance,” a comprehensive 52-page framework designed to guide ethical AI integration across pre-kindergarten through 12th grade. The STELLAR acronym represents the framework’s core values: Security, Transparency, Empowerment, Learning, Leadership, Achievement, and Responsible Use.

Developed through extensive stakeholder engagement including town halls, focus groups, and listening sessions with the Nevada AI Alliance—comprising educators, students, families, technology partners, and policy experts—the framework addresses key concerns around bias, misinformation, and student privacy. The guidance provides differentiated support for educators, administrators, students, and parents at varying levels of AI familiarity and emphasizes preparing students as future developers, leaders, and responsible digital citizens rather than mere consumers of AI.

The framework encourages educators to set clear expectations around AI usage while urging students to approach AI with critical thinking. The document is available through the Nevada Department of Education’s Nevada Digital Learning portal and represents the state’s commitment to balancing innovation with responsibility in AI education.

Scoring note: Dimension 1 (partial AI literacy curriculum guidance exists) scores 1 for the voluntary guidance framework. Dimension 3 (ethics component) scores 1 as the STELLAR framework explicitly emphasizes responsible use and ethical principles.
