Region Värmland is among the 65+ new partners joining the third phase of the Svea project in 2026, co-developing a shared generative AI digital assistant for the Swedish public sector alongside more than 120 municipalities, regions, and government authorities. The project is coordinated by AI Sweden.

What Svea includes for participating regions: Phase 3 focuses on broad education and change management, equipping civil servants with the knowledge and confidence to use AI tools responsibly. Participating organisations receive guidance on governance, legal frameworks for AI use, and practical competence-development support.

Relevance to Värmland: Region Värmland’s active participation means its public sector workforce is engaged in structured AI literacy programming. This goes beyond the national Swedish strategy to create region-specific AI adoption and training activity.

What is notably missing: Participation is voluntary; there is no binding mandate requiring Region Värmland staff to complete defined AI literacy standards. The Svea programme is shared infrastructure rather than a Värmland-only funded initiative.
