The Council of Europe’s Steering Committee for Education (CDEDU) approved a draft Recommendation on Artificial Intelligence Literacy at its 9th Plenary Session (18–20 March 2026, Strasbourg), to be submitted to the Committee of Ministers for adoption in June 2026. The recommendation introduces a three-dimensional model of AI literacy covering the human, technological, and practical dimensions of AI, with the human dimension — addressing ethics, socio-political implications, and fundamental rights — identified as primary. The draft explicitly positions AI literacy as supporting democratic participation and human rights protection. Once adopted by the Committee of Ministers, this will be a formal Council of Europe Recommendation, which is non-binding but authoritative guidance to all 46 member states.
