Laos establishes KOICA-funded Digital Human Resources Development Center for civil servant AI training

The Ministry of Technology and Communications of Lao PDR signed an agreement to improve digital skills among civil servants from 2025 to 2029, with USD 9.9 million in funding from the Korea International Cooperation Agency (KOICA). The funding establishes a Digital Human Resources Development Center aimed at building AI and digital capacity within the public sector workforce.

A regional UNDP project running 2024-2026 also includes Laos among 12 countries receiving workshops, conferences, research, and study visits to the Republic of Korea focused on advancing digital transformation and public governance. The UN Country Team in Lao PDR has committed to supporting the government in implementing its digital transformation and AI agenda in ways that are both effective and inclusive.

These programs represent dedicated, externally funded structured training for civil servants. However, no mandatory completion standard or verification mechanism for individual civil servant AI competency has been established.
