Denmark’s AI Competence Pact commits to upskilling one million Danes in AI by 2028 through strong public-private collaboration and integration of technological understanding into the education system. The initiative is supported by national AI strategy funding of DKK 62.5 million allocated for 2024 to 2027.

The pact aims to embed AI competency across education levels, from primary schools through adult vocational training, while building employer participation in workforce upskilling. It positions AI literacy as foundational for economic competitiveness and democratic participation.

Who it affects: Students and pupils at all education levels; working adults in retraining programmes; employers and training providers; public and private educational institutions.

What is notably missing: No binding employer obligation to provide AI training for existing staff; no definition of “competence” or assessment standard; no guarantee of free training access for low-income individuals; no specific timeline for reaching the one million target; no protection for workers whose skills become obsolete; no enforcement mechanism if uptake lags; no explicit focus on disadvantaged or underrepresented groups.
