Oman’s Ministry of Transport, Communications and Information Technology (MTCIT) launched the National Program for Artificial Intelligence and Advanced Digital Technologies, running from 2024 to the end of 2026. The programme aims to position Oman among the top 50 countries in the Government AI Readiness Index and to raise the digital economy’s contribution to GDP from 2% to 5% by 2030.

The programme coordinates AI capability-building across government institutions, overseen by MTCIT, with nationwide talent management frameworks developed by the Ministry of Labour. In partnership with UNESCO, Oman’s Ministry of Education has integrated AI into the K-12 curriculum through workshops on global best practices and digital skills assessment. The government is also establishing partnerships with Google (AI Lab Oman, Q1 2026), Microsoft (AI Co-Innovation Lab), and NVIDIA (Deep Learning Institute) in Knowledge Oasis Muscat.

Who it affects: Government workers, K-12 students, and the Omani workforce in sectors targeted for AI-driven economic diversification.

What is notably missing: The programme is government-coordinated but employer AI training obligations are not established in law. MTCIT serves a coordinating role rather than as a regulatory enforcement body with statutory AI governance powers.
