Kuwait formally launched the National AI Strategy 2025-2028, establishing a roadmap to position the country as a regional leader in AI innovation by 2028. The strategy integrates AI across key public and private sectors and sets out the regulatory, legal, and skills infrastructure needed to support adoption.

A national training initiative — the Kuwait Skills programme — was launched in partnership with Microsoft and the Central Agency for Information Technology to equip citizens with AI, cloud computing, and Microsoft Copilot skills, aligned with the New Kuwait 2035 vision. Scaling and integrating AI into core government services and strengthening workforce upskilling are priorities for the 2026-2027 phase.

Who it affects: Public-sector workers, private-sector employees, and citizens seeking skills in AI and cloud technologies.

What is notably missing: The strategy is a policy roadmap rather than binding law; employer training obligations are not established in statute. The coordinating body for AI governance is described in strategy terms but has not been designated as a full regulator with enforcement powers.
