Mongolia’s Ministry of Digital Development, Innovation and Communications presented the draft National Strategy on Big Data and Artificial Intelligence in May 2025. The 2025-2026 phase focuses on establishing the necessary infrastructure and legal framework, including creation of a National Council on Artificial Intelligence, a GPU cluster-based AI Centre, and a National Data Repository.
By 2030 Mongolia aims to export AI products within the Central Asian region, establish itself as a regional hub for digital data, and host two international data centres. UNDP is partnering with the Ministry to advance Mongolia’s AI readiness assessment and strategy development.
Who it affects: Government agencies, the ICT sector, and public institutions expected to participate in the new AI governance infrastructure.
What is notably missing: The strategy is in draft; the National Council on Artificial Intelligence has not yet been formally established. No binding AI literacy, workforce training, or education curriculum mandates have been enacted. The strategy focuses primarily on infrastructure and governance architecture rather than public AI literacy rights.
