Croatia Announces National Plan for Development of AI 2026-2028

Croatia’s Minister of Justice, Administration and Digital Transformation announced on 27 May 2025 that Croatia is drafting a National Plan for the Development of Artificial Intelligence 2026-2028. The plan covers four focus areas: encouraging innovation and research, digitalising the economy, developing AI governance skills, and ensuring the security of citizens’ data.

The plan will include specific measures, timelines, and budget allocations. A longer-horizon National Plan to 2032 is also under preparation; the 2026-2028 document serves as its first action plan, with provisions for national digital literacy campaigns among the expected components.

As an EU member state, Croatia is also subject to the EU AI Act obligations that took effect on 2 August 2025, including Article 4 AI literacy requirements for providers of AI systems.

Who it affects: Public and private AI developers, deployers, and workers across Croatian institutions.

What is notably missing: The plan is still in draft; no binding obligations have been enacted. Specific AI literacy education mandates, funding commitments, or workforce training requirements have not been confirmed. Croatia has not yet publicly designated a named national AI supervisory authority beyond EU-level coordination obligations.
