Panama’s National Secretariat of Science, Technology and Innovation (SENACYT) presented the conclusions of the first phase — Evaluation of the Artificial Intelligence Ecosystem — of the National Artificial Intelligence Strategy on 19 September 2025, developed with technical support from Georgia Institute of Technology. The assessment identifies digital connectivity, renewable energy, logistics infrastructure, and research-centre data assets as strategic strengths.
Identified challenges include strengthening STEM education, expanding computing infrastructure, improving data governance, and increasing R&D investment. The strategy will be embedded within the broader National Science, Technology, and Innovation Plan (PENCYT) 2025-2029 under the Digitalization pillar.
SENACYT and Drake University also formalized a collaboration agreement in June 2025 to advance technology and AI education across Panamanian institutions.
Who it affects: Government agencies, universities, technology companies, and SENACYT-regulated research institutions in Panama.
What is notably missing: The strategy remains under development; no binding obligations on AI literacy, workforce training, or governance enforcement have been enacted. Panama has not yet designated a dedicated AI supervisory authority with statutory powers.
