On 11 December 2025, the Generalitat de Catalunya presented the Guia d’Intel·ligència Artificial (AI Guide), a practical resource designed to support public servants in the responsible adoption of AI. The document includes:

In parallel, the Smart Local Government Network (led by the Barcelona Provincial Council through the Local.IA project) is developing AI user guides specifically for local administrations.

The Guide was published by the Departament de la Presidència and is available via the Generalitat’s digital library. It provides practical guidance for civil servants working with AI tools but does not constitute a formal training mandate with a defined minimum standard or verification requirement.
