Germany’s Hubs for Tomorrow (Zukunftszentren) initiative is a nationwide programme supporting workers and small and medium-sized enterprises (SMEs) in navigating digital transformation and AI adoption. The programme is funded through the Federal Ministry of Labour and Social Affairs and aims to equip non-technical workers and managers in SMEs with AI and digital skills, positioning upskilling as a response to structural labour market shifts rather than a voluntary employer benefit. Regional Centres of Excellence for Labour Research complement the programme by studying AI-driven labour changes and designing training for managers and workers.

Germany’s broader AI education investment includes approximately €5 billion committed to AI promotion through 2025, and public access to AI literacy resources through the Elements of AI online course. The Federal Government’s AI Strategy explicitly identifies workforce readiness, including for non-technical staff, as a priority.

Managers and workforce planners who participate in the Zukunftszentren receive structured guidance on AI integration and worker upskilling. The initiative does not create a legal obligation on employers to provide AI training.

What is notably missing: The Zukunftszentren programme is publicly funded support, not a legal mandate; employers are not required to participate or to train their workers in AI use. There is no binding obligation for companies to train all employees, and the programme primarily targets SMEs rather than all sectors. Germany has no law requiring employers to offer AI or ethics training as a condition of deploying AI in the workplace.
