Colombia adopted CONPES 4144, its National Artificial Intelligence Policy, in February 2025. The document is a strategic roadmap comprising 106 actions to accelerate AI adoption and development through 2030, backed by an investment of COP 479 billion (approximately USD 115.9 million). The policy includes a mandate to integrate AI education at all educational levels and a target to upskill one million Colombians in digital and AI competencies by 2026. It emphasises inclusion, regional development, and the protection of fundamental rights, and identifies the Ministry of Science, Technology and Innovation as the lead entity for supervising AI development and use.

Who it affects: Students at all education levels; workers targeted for upskilling; and companies and public institutions covered by the policy’s AI governance provisions. The one-million-person training target is the primary scale mechanism for the workforce component.

What is notably missing: CONPES 4144 is a policy document, not binding legislation. As of early 2026, Colombia has no enacted law specifically governing AI. More than 20 AI bills have been submitted to Congress without passage. The training target of one million citizens carries no legal obligation on employers or educational institutions. There is no defined minimum standard, no funded teacher-training programme, and no enforcement mechanism for the AI education provisions.
