Burkina Faso Launches National AI Action Plan

Burkina Faso has launched a National AI Action Plan highlighting six major focus areas: infrastructure and connectivity, data governance, human capital development through skills training in AI, legal and ethical frameworks, innovation and entrepreneurship, and sustainable funding and international partnerships. The government has established the Permanent Secretariat for Innovation and Monitoring of Emerging Digital Technologies (SPIVTEN) to oversee and regulate AI development. Through the Digital Transformation Acceleration Project (PACDIGITAL), funding has been allocated to establish AI centers of excellence and offer scholarships for specialized training, with recruitment underway for 100 engineers to receive intensive training in AI and cybersecurity.

Who it affects: Young people and engineers seeking AI training; government agencies; technology companies and startups; workers across economic sectors.

What is notably missing: The plan lacks binding statutory authority to enforce AI literacy requirements in schools or for employers. SPIVTEN is described as a regulatory body but without explicit enforcement powers specified. No timeline for mandatory AI training in schools is stated, and no minimum standards for workforce AI competency are defined. Funding depends on continuation of external partnerships rather than dedicated domestic budget allocation.
