Romania’s National Strategy in the Field of AI 2024-2027 was adopted by the government in July 2024 and articulated around six general objectives: supporting education, research and development, and training of AI-specific skills; developing resilient infrastructure; consolidating the R&D system in AI; encouraging technological transfer; supporting AI adoption in society; and establishing a governance system and adequate AI regulatory framework. The strategy allocates €850 million through the National Employment Agency for digital skills training through 2027 and €4.3 billion for digital transition through 2026. A central element is the creation of a dedicated authority to oversee AI implementation at the national level.

Who it affects: Students, workers, enterprises, government bodies, and researchers across Romania engaged with AI systems or digital transformation initiatives.

What is notably missing: As of November 2025, Romania has not officially designated a competent national authority for enforcing the EU AI Act, despite the August 2, 2025, EU deadline. No binding mandate exists for employers to train all employees in AI, only general encouragement of digital skills development. No enforcement mechanism is specified for ensuring AI literacy targets are met. Curriculum integration at the K-12 level remains limited to optional subjects rather than mandatory learning goals.
