Brunei AITI Guide on Artificial Intelligence Governance and Ethics (April 2025)

The Authority for Info-communications Technology Industry (AITI) published the Guide on Artificial Intelligence Governance and Ethics for Brunei Darussalam in April 2025. The guide establishes a voluntary framework for responsible AI development and deployment, covering governance principles, ethical considerations, and risk management. AITI is the lead government body on digital and AI governance in Brunei. The Personal Data Protection Order 2025 was enacted in January 2025 with a one-year grace period. AITI is also preparing a dedicated Data and AI Strategy as part of the next Digital Economy Master Plan.

Who it affects: Organisations developing or deploying AI systems in Brunei are the target audience. The guide is directed at both private sector and government entities. Compliance is voluntary: no penalties attach to non-adoption of the guidance.

What is notably missing: The AITI guide is advisory guidance, not enforceable legislation. Brunei has no AI-specific law and no regulatory body with enforcement powers over AI systems. The voluntary approach means organisations can disregard the guidance without consequence. There is no AI literacy requirement for workers, no curriculum mandate for schools, and no civil servant training standard. The Data and AI Strategy remains in preparation and has not been published.
