Slovenia adopted the Act on the Implementation of the EU AI Regulation (ZIUDHPUI) on 21 November 2025. The Act designates AKOS, the Agency for Communication Networks and Services, as the national competent authority responsible for implementing the EU AI Regulation in Slovenia. AKOS is required to establish regulatory sandboxes by 2 August 2026. A National Council for Ethics in AI is being established to provide guidance on soft-law aspects and educational guidelines. In November 2025 the government submitted the draft National Artificial Intelligence Programme 2030 for public consultation.
Who it affects: AI developers, deployers, and importers operating in Slovenia face AKOS oversight under the EU AI Regulation framework. High-risk AI system operators carry the primary compliance burden. The National Council for Ethics in AI will advise on educational guidelines affecting schools and public institutions.
What is notably missing: AKOS is primarily an electronic communications regulator; its AI enforcement capacity and resource base are not yet established. The ZIUDHPUI creates a governance framework for AI systems but contains no AI literacy or training obligations for workers, students, or citizens. The National Council for Ethics in AI is advisory; it cannot compel training or curriculum change. The National AI Programme 2030 was in public consultation at the time of filing and had not yet been formally adopted.
