Andorra signs Council of Europe Framework Convention on Artificial Intelligence

Summary

Andorra was among the original signatories of the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, opened for signature on 5 September 2024. The Convention is the first binding international AI treaty, covering the full lifecycle of AI systems and establishing obligations around transparency, accountability, non-discrimination, and human rights protection.

Andorra is a member of the Council of Europe and has engaged actively in the convention’s drafting process. As a signatory, Andorra is committed to aligning domestic law with the convention’s principles, including establishing oversight mechanisms for AI systems used by public authorities. Ratification procedures are ongoing.

Domestically, Andorra created the Data Intelligence Agency as part of its Andorra Digital structure to coordinate AI and data governance. An AI Ethics Code has been approved, establishing foundations for transparency, digital rights protection, and trust in AI technologies. These measures reflect implementation of the convention’s principles at national level.
