Monaco Digital, the Principality’s state-owned digital transformation agency, announced that its sovereign AI environment would become available in 2025, building on Monaco Cloud — Europe’s first operational sovereign cloud launched by the government. The sovereign AI platform keeps AI models and data processing within Monaco’s jurisdiction, providing banks, registries, and government agencies with onshore AI tools for KYC, risk analysis, and security operations.

Key details

The sovereign AI initiative uses partner models (Microsoft, IBM) customised for Monaco’s regulatory environment rather than building foundation models. AI is explicitly integrated into Monaco’s national digital transformation strategy alongside 5G and the sovereign cloud as core infrastructure pillars. For 2026, Monaco’s economic programme identifies AI in service of businesses as a major theme, with the Extended Monaco programme for enterprises focused on AI tools.

The European AI Act has not been adopted within the Principality. Monaco is developing its own regulatory framework adapted to its scale, aiming for a less rigid and more targeted approach than the EU regulation.
