As of April 2026, only Spain has an operational AI regulatory sandbox (running since August 2025). Most member states remain in early planning stages despite the 2 August 2026 deadline for sandbox operationalisation. The Commission has not yet adopted implementing acts, forcing member states to design sandboxes independently. Implementation challenges include resource allocation disparity between large and small member states and risk of regulatory arbitrage if providers choose less stringent sandboxes.
