India released comprehensive AI Governance Guidelines in February 2026 anchored in seven principle-based “sutras”: trust, people-first, innovation over restraint, fairness, accountability, understandability, and safety. The framework recommends establishment of three key institutions: an AI Governance Group for inter-ministerial policy coordination, a Technology and Policy Expert Committee for technical advice, and an AI Safety Institute for testing and benchmarks. The guidelines are advisory, not statutory, and do not carry enforcement powers. They represent India’s most detailed governance framework to date but remain voluntary guidance rather than binding regulation.
