India publishes AI governance techno-legal framework white paper

The Office of the Principal Scientific Adviser released a white paper in January 2026 proposing a techno-legal approach to AI governance. The paper recommends embedding legal compliance directly into AI system design through watermarking, bias detection, and security controls. It proposes three new institutional mechanisms: an AI Governance Group, a Technology and Policy Expert Committee, and an IndiaAI Safety Institute. These bodies would sit between the existing advisory structures and a full statutory regulator, representing a step toward formalised institutional oversight without yet establishing binding enforcement powers.
