Pakistan adopts Islamabad AI Declaration on sovereign AI governance

On February 20 2026, Pakistan formally adopted the Islamabad AI Declaration on Sovereign, Responsible, and Capability-Driven Artificial Intelligence. The declaration sets out nine foundational principles covering data stewardship, explainability, whole-of-government coordination, and national capability investment. The Prime Minister directed the Pakistan Digital Authority to operationalise a national AI Supervisory Framework and develop legal governance architecture. The declaration moves Pakistan from a policy-articulation phase toward institutional execution, though the supervisory framework has not yet been established.
