Lombardia approves draft regional law on AI, research and innovation with regional AI charter

On 2 March 2026 the Giunta Regionale della Lombardia approved a draft regional law updating the 2016 “Lombardia è Ricerca” statute (Legge Regionale 29/2016) with a specific focus on artificial intelligence. The draft creates a high-profile Scientific Committee to monitor AI developments and produce proposals and opinions, a Tavolo di Confronto bringing together the regional innovation ecosystem, and establishes a Carta Regionale per lo Sviluppo dell’Intelligenza Artificiale which orients regional action toward an innovative, responsible and competitive AI ecosystem. In parallel, Regione Lombardia has published regional guidelines for ethical AI use in upper-secondary schools, and is the first Italian region to introduce three new compulsory subjects — AI, personal skills and workplace safety — across its IeFP vocational training network of around 60,000 students. Continuing-education vouchers cover 90% of training costs for regional AI courses. The scientific committee and carta are advisory structures within a draft law rather than a fully enacted regulator, so the governance score reflects a partial rather than a full binding mandate. The IeFP curriculum change operates at the regional vocational-training level and creates a distinct subregional obligation on IeFP providers.
