Russia Establishes Presidential Commission on the Development of Artificial Intelligence Technologies

On February 26, 2026, President Putin signed a decree establishing the Presidential Commission on the Development of Artificial Intelligence Technologies (Комиссия при Президенте Российской Федерации по вопросам развития технологий искусственного интеллекта). Deputy Prime Minister Dmitry Grigorenko and Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin were appointed co-chairs.

The Commission’s remit is to improve the effectiveness of state AI policy formation and implementation; coordinate activities across federal ministries, the Bank of Russia, regional authorities, and the State Council; and develop measures to ensure Russia’s technological leadership in AI — including foundational model development, computing capacity, and electronic component manufacturing.

The Commission sits above the existing AI Headquarters (established November/December 2025 under the Government and Presidential Administration), adding presidential-level coordination. However, like AI Headquarters, it remains a coordination and advisory body: it formulates recommendations and coordinates across agencies, but has no independent enforcement powers over private entities or civil society.

For education, Russia has also trained more than 7,000 computer science teachers on AI tools (2025) and enrolled approximately 6,500 students in dedicated AI and IT specialist degree programmes at universities in 2026. The All-Russian Olympiad in Artificial Intelligence continues as a national competition, with the Russian team winning eight medals at the international Olympiad in China in 2025.

These developments strengthen Russia’s institutional AI framework and specialist pipeline but do not materially advance AI literacy obligations for the general workforce, civil servants, or mandatory school curricula.
