Artificial Intelligence Task Force Established by Executive Order

Governor Janet Mills signed an executive order on December 20, 2024, establishing the Artificial Intelligence Task Force to investigate implications of advances in AI for the State of Maine. The Task Force delivered its recommendations by October 2025, marking the first comprehensive state-level assessment of AI policy needs.

Governor Mills subsequently proposed $6.7 million in her supplemental budget to implement recommendations, including creation of a statewide AI literacy campaign, funding for local and state partnerships in AI technology use, and grants for job training programs. A Technical Advisory Committee comprising experts from the University of Maine, MIT-affiliated researchers, and legal scholars advises on workforce retraining needs in healthcare, education, and manufacturing.

This represents Maine’s formal governance structure for AI policy, coordinating recommendations across education, workforce, and state operations.

Scoring note: Dimension 10 (named government body with AI governance mandate) scores 1 for the AI Task Force with explicit mandate to investigate AI implications and make recommendations across state sectors.
