Germany's new government launches Qualifizierungsoffensive Berufliche Bildung to address AI skills gap

Germany’s new federal government is advancing the “Qualifizierungsoffensive Berufliche Bildung” (QBB), a workforce training initiative responding to AI-driven disruption in the labour market. The existing Qualifizierungschancengesetz (QCG) already enables the Federal Employment Agency to cover up to 100 percent of AI training costs for workers at small companies (under 10 employees) and provides wage subsidies for larger firms during training. The digital platform “mein NOW” (rolled out since 2024) bundles training consultation, course search, and funding checks in a single interface. Demand for AI governance and AI literacy training in 2026 is at record levels, driven partly by EU AI Act compliance obligations. These programmes extend publicly funded AI training access but do not constitute new binding obligations on employers.
