Asturias enacts Decreto 98/2025 regulating AI use in public administration, with civil-servant training obligation

The Principality of Asturias published Decreto 98/2025, of 22 July 2025 (BOPA 31 July 2025), regulating the use of Artificial Intelligence in the Administration of the Principality of Asturias and its public sector, entering into force on 31 October 2025. The decree establishes a comprehensive governance framework covering supervision and control of AI systems, transparency, traceability, human oversight, and protection of fundamental rights. It assigns specific AI governance functions to the CEDISI (Centro de Dirección y Servicios Telemáticos) and the General Directorate of Digital Strategy and Artificial Intelligence, including the promotion of AI training for public employees. The decree introduces an AI sandbox for safe testing of new systems before deployment. It also mandates the Principality’s commitment to training its public workforce in the safe and efficient use of AI tools, operationalised via programmes such as “Domina Copilot Chat” developed in partnership with Microsoft. The decree was developed in consultation with AESIA (Spain’s national AI supervision agency), making Asturias one of the first Spanish autonomous communities to adopt a dedicated regional AI governance decree for the public sector.
