Philippines DEPDev Unveils National AI Governance Framework

On 29 April 2026, the Department of Economy, Planning, and Development (DEPDev) publicly unveiled a draft National Artificial Intelligence Governance Framework for the Philippines at the 2026 National Innovation Day event. DEPDev Undersecretary Rosemarie Edillon presented the framework, which sets out principles and structures for responsible AI deployment across sectors. The framework was expected to be finalised within two months (i.e., by approximately June–July 2026), pending additional stakeholder consultations with academia and the private sector.

The governance framework aims to ensure AI is grounded in sound governance, supported by an AI-ready data system, backed by expanded infrastructure, and guided by a human-centred and rights-based approach. It designates DEPDev as the coordinating body for AI policy coherence, while the Department of Science and Technology (DOST) and the Department of Information and Communications Technology (DICT) continue sector-specific AI implementation in education, health, and agriculture.

This development is distinct from the DepEd sectoral framework and the Supreme Court judiciary framework already recorded. The DEPDev framework represents the first cross-government attempt to establish a unified national AI governance structure, strengthening evidence for dimension 10. However, as of April 2026 it remains a draft framework subject to consultation — not yet an enacted law or regulation with enforcement powers — so the score remains at the advisory/partial level.
