Sudan’s Prime Minister Kamil Idris issued a decree on 5 November 2025 establishing three new national bodies under the Ministry of Digital Transformation and Communications: the Digital Transformation Authority (DTA), the Sudanese Data and Artificial Intelligence Authority (SDAIA), and the Sudanese Cybersecurity Authority (SCA). The Sudanese Data and Artificial Intelligence Authority is specifically responsible for national data governance, promoting AI integration in public decision-making and service development. The Digital Transformation Authority oversees national digital strategies and technical infrastructure unification; the Cybersecurity Authority handles state and citizen digital security. The initiative aims to create an institutional foundation for regulating digital public services, data management, and AI integration in governance, with the stated goal of enhancing transparency and administrative efficiency. The three authorities represent Sudan’s first structured institutional framework for AI governance, though their operational capacity remains constrained by ongoing conflict and limited resources.
