The plan is designed as a measure of public interest and is funded by the regional government. It provides free, publicly available AI literacy training to multiple population groups. Additionally, the Junta has published subsidies for AI adoption in SMEs and self-employed workers. These measures collectively establish a publicly funded AI skills offer available to citizens, though no binding obligation is placed on participants.
