Ukraine’s Ministry of Digital Transformation has presented a White Paper on AI Regulation, providing a non-binding policy framework and analysis of regulatory options prior to legislation. Ukraine is now in the active preparation phase for Stage Two of its AI regulatory roadmap: the drafting and submission of a standalone AI law to the Verkhovna Rada, planned for Q4 2026. The law is intended to harmonise with the EU AI Act, introduce a risk-based classification framework, establish a permanent AI oversight authority with enforcement powers, and create penalties for non-compliance. As of May 2026 the law has not yet been submitted or enacted; the Ministry of Digital Transformation leads AI governance as an advisory/coordinating body without a full regulatory mandate. The White Paper represents a distinct policy step beyond the 2025 regulation roadmap already on file.
