Côte d’Ivoire’s Ministry of Economy, Planning and Development adopted its 2026-2030 Information System Master Plan (Schéma Directeur des Systèmes d’Information, SDSI) with 44 projects and a budget of CFA 10.156 billion. Key projects include a national digital identity infrastructure, a unified citizen-facing public services portal, and interoperability frameworks for government systems. While not AI-curriculum-specific, the SDSI provides the digital infrastructure backbone necessary for AI deployment in public services and education.
The SDSI gives the Economy Ministry its own digital strategic framework that links to the SNIA 2030, creating institutional alignment between the economic planning function and the AI governance agenda. The Ministry’s direct ownership of a digital strategy strengthens institutional coordination for AI-related public service modernization.
Who it affects: Government ministries and agencies integrating their systems under the master plan, and citizens accessing public services through the new unified portal. Schools and public institutions benefit indirectly from the interoperability infrastructure that underpins broader digital service delivery.
What is notably missing: The SDSI is an information systems plan rather than an AI education or training policy. It does not create AI literacy obligations, employer training requirements, or curriculum mandates. Its contribution to AI literacy is indirect — improving digital infrastructure access that is a prerequisite for AI tools to be deployed in public services and schools.
